Maryland WholeHome Program

The Maryland WholeHome Program was implemented to help homeowners in the state make repairs and renovations that can help reduce utility bills and improve a homeowner’s quality of life. These projects may include roofing repairs or replacements, addressing home insulation issues, fixing structural problems, or improving the home’s accessibility for residents with special needs.

This program offers loans or grants to qualified applicants based on household income, ability to pay, and type of work involved. There is no application fee, and interest rates for loans are kept at 4% or below.

 

EmPOWER Maryland Low Income Energy Efficiency Program

Homeowners who are below certain income thresholds and are customers of qualifying utilities may be eligible to participate in the EmPOWER Maryland Low Income Energy Efficiency Program. This program seeks to help low-income households lower their energy usage by installing materials and equipment at no charge.

Once approved to participate in the program, households will receive an energy audit to help pinpoint the best ways to increase the home’s energy efficiency. Once the recommended upgrades have been made, another audit will help ensure the home is running more efficiently.

 

Enhanced Weatherization Program

Maryland’s Enhanced Weatherization Program helps homeowners in the state by providing grants for moderate-to-major home repairs and upgrades. Most upgrades involve energy efficiency, but they also may involve improvements that impact the health and safety of a home’s residents. Structural problems, water damage, and mold removal are just a few of the issues that this program addresses.

To qualify, homeowners must be occupants of the property involved, be below certain income thresholds, and be an eligible utility customer.
